I found a CD compilation that contains the rare US-only 12" promo mix of "Draggin' My Heels", which was issued in 1977 by Epic Records. It is on "Louie Vega Choice; A Collection of Classics". It is found on Amazon. It is a 2-CD set with other underground club dance tracks. So it is available commercially for anyone interested. The 12" version, timing out at over 6 minutes, was not released commercially, and goes for mucho $ on Ebay these days whenever it shows up.

This was also available on the German 'Coconut Collection' along with an extended disco version of 'Long Cool Woman'.

Correction: Upon listening to the track in its entirety, this version on the Louie Vega Collection is an EXCLUSIVE edit, NOT the very same as found on the original 12" single. So it makes it that more desirable. The main difference is the lack of the drum break and an extended repeating of the chorus which closes this particular version. A sticker on the CD cover states that the CD "features exclusive re-edits & musical overdubs". There is indeed a brief overdub at the beginning of the track. All of this makes it an interesting variation on this song, one of The Hollies' better efforts of the late '70s. There is also mention of the song and its club play in the liner notes.

Important info, Dennis. I never stop to wonder why we poor record collectors always end up buying songs again and again, to get everything. My wife is even more puzzled.
